How do you train a horse to lead?

: I have a 6 year old mare who somewhat leads but not really. When she doesn't want to walk amd she'd rather eat grass she'll pull on the lead and stay right where she is...she will not move...Also when leading her she gets spooked so easily she'll bolt when I'm trying to lead her. Sometimes when she doesn't want to lead she will paw at me. What do I do then? She also will rear up in the air if she doesn't want to lead. What do I do? How can I train her to lead?
