herd bound

Hi everyone,
I volunteer at a horse rescue farm and am involved in working with and training the rescuees.
One particular mare that i am currently working with is a bit of a challange. Heres the lowdown:
Star is a sweet mare that will stand quietly to be groomed and saddled but upon being lunged she will completely ignor me trot around wildly and try to pull me across the field. When being ridden she also acts the same, not listening to any commands and trying to run away with me to get back with the herd.
I am not sure of her training back ground so i am going to try to re-start her from square one and stop all attempts at riding her until i have her listening to me.
I am looking for some advice that would help in teaching her to pay attention to me and not thinking of only trying to get back with the herd.
Any advice or tips would be greatly appreciated!
