Is this horse gelded? If not, have that done immediately. That will make him lots easier to deal with. You also need to get him to a location where he can get plenty of exercise - being on a stake rope just isn't enough for a youngster - he has to have room to run and play and buck and do all those things that Nature intended a horse to do. This is important for his mental and physical well being - he is too young to be on a rope the whole time. As for handling him, take it slowly, slowly - don't rush him and he will come around for you. You are building a foundation here, and it doesn't happen overnight. Good luck.
