Start with them individually in a small area - just get them to turn their heads to you, then work up to them following you around the stall or small pen, then gradually take them outside and work with them there. This takes some time and it's baby-steps all the way. Don't expect too much at first. Hopefully you're not leaving the halters on them all the time - that is very dangerous to them - plus they need to understand the halter putting on and taking off process as that often can be scary to an unseasoned youngster. You could also use a butt-rope on them which would give them training in having strange objects around their rear ends - this should be big enough to loop over their hips with enough line to go through the halter and be held with the lead rope. Pull and release works better than a steady pull. The stallions should be gelded as soon as possible as that will make them easier to train. Good luck.
