It takes a lot of time to pull weight off a horse properly, and it sounds like you are doing what you can. Hopefully you have switched her to grass hay - alfalfa was never intended for horses as it is too rich and was originally created as cattle feed. Does she have access to pasture? If so and it is lush and green you might want to shut her in during the day or night to keep her from gaining weight on the pasture. Some horses, like some people, are just easy keepers which is good and bad at the same time. Don't give up.
