Hi Kathy -
Does he do this on the trail as well as in the ring/arena? Obstacles might be the answer - at least cavalettis - something that might make him look at the ground rather than just shuffle along. If he only does this in the ring, and not on the trail, then he probably is bored with ring/arena work. Retraining him is certainly an option - he's not too old to relearn, but it may take a while.
