Hi Serena -
Why don't you check around your area for horse rescue groups - they generally adopt horses out at a reasonable price. Also, you might think about leasing one - check around your area veterinarians, feed stores, tack shops. Networking can get you in touch with people who have horses they don't necessarily want or need. Good luck with your search.
